In order to attend a class you must arrive at our office 15 minutes before class is scheduled to begin.
Prerequisites:
- Student must be 18 or older
- Must also complete the Level 2 Course or already hold a non-commission license.

Required Materials:
As of April 1, 2024, Students will need to have their own pistol and ammunition (50 rounds) needed for the range qualification. For an additional $20.00 Phoenix will provide the ammunition and the use of our pistol for the qualification.
Note: Pistol and ammunition are not needed for the first day of class.
Description:
The Level III is the required course in order to be an armed security officer in the state of Texas. This class will equip the student with a better understanding of state law. This is a hands-on course that requires the student to properly demonstrate the defensive maneuvers, patrol procedures, and handcuffing techniques that are taught throughout the week. The student must also be able to demonstrate proficiency with a firearm. This course will certify you to carry a firearm while on duty. The use of our firearms, ammunition and range fee are all included in the cost of this course.
Students will receive their Level III Certificate upon successful completion of this course.

IMPORTANT NOTE: As of January 1, 2024 ALL Level 3 Students/Applicants must also complete and submit a Psychological Evaluation/MMPI in addition to the Level 3 Training Certificate to the PSB in order to obtain this license. The Psych Eval/MMPI must be administered by a licensed psychologist.

Change to Enforcement Procedures for Commissioned Security Officers and Personal Protection Officers
Announced: June 6, 2025
If the status of a Commissioned Security Officer or Personal Protection Officer licensee in TOPS is ACTIVE and the licensee is waiting on the pocket card to be produced and received by mail, they may begin working. Until the pocket card is received, the licensee MUST possess a screen shot or print out from TOPS as proof of their ACTIVE status. This allowance is only provided for the temporary period from the time the license has been approved and delivered to the licensee. Once the pocket card has been delivered, the licensee must have it in their possession when working, as required by administrative rule.
